      Yes. Inverter ACs can cool living spaces much more easier and efficient that normal compressor powered ACs. By variable flow nature, we assume that you mean the inverter compressor varying its performance on the go. The inverter AC cools up the living space to the desired temperature, no matter the size ( depends on the tonnage ) and after that goes in to sort of a hibernation mode for energy efficient operation. Even in this mode, the AC continues it’s cooling process and doesn’t turn off completely as opposed to the normal non-inverter ACs.

      Compressor mechanics can be found in most of the cities in India. Look for AC or refrigeration workshops in your area and the guys over there will service your faulty compressor.

      As for your doubt, dual rotor technology employs the same rotary compressor itself not one but two. When the AC is powered by a single rotary compressor, there is high chance that precise cooling adjustments might not be possible. Not only this, single rotary compressors can also vibrate heavily and cause more noise. When it comes to the dual rotor technology, there are two rotary compressors running side by side at different frequencies, ensuring a much precise cooling control and low noise.
